The people that wrote that page are pretty naive. The first thing is that unless you make a photo report (very rare outside of magazine specialized in that), pictures are only there to illustrate the text and add some color, give some visual structure to the page and maybe, maybe, add something of their own. Second is that the caption and the article have nothing to do with the photographer ("We need a dead guy in rumbles what does reuter have?" "oh there! This one looks dead!" caption: "a dead man in rumbles"). Third is that there is a fierce competition between the photographers. They don't want to sell paper, they want to sell their damn pictures, so they better stand out. That's why they set up "message picture", or make them more dramatic.

Obviously some people clearly crossed the proverbial line. But where is that line exactly? It's pretty blurry, so I am not surprised some people cross it when put in such extreme situations (imagine a time of rush in your work and add to that you are in the middle of an actual war).
