Goon won't try to keep S-U clear if they are smart, in guerilla you fight in your terms. What BoB is trying to do is to force large scale battles in S-U, which goon has no chance of winning, and even if they do win a few by a small margin they cannot replace their BS a tenth as fast as BoB. Smart move would be to send t1 frig fleets gank in BoB regions, they have a decent chance of scoring a few kills and smaller chance of getting killed than in Syndicate.
