Nope. Because, as I pointed out in the thread about "T3 gear is obsolete?", ilvl73 blues (which are what you expect from end-game group-oriented instances), once augmented in all 3 sockets, stand between AQ40 and Naxxaramas in quality.
I'm not talking about ilvl100 blues. I'm talking about ilvl70 blues, plus socketed gems. The blues are what you'll get from the UBRS/DM of the expansion, the gems are what you're going to buy at the AH. That's what is closing the gap in gear: at level 70, you're going to have close to the same gear.
The difference? The raiders who already have that gear are going to push ahead again, while the non-raider will need to farm instances first to reach that level. But, if you require T2-level gear in TBC, you're going to find people who've never ever raided with better stuff.
(and in 6 months, yes, guilds working on The Black Temple are going to require fully socketed tier 5 min gear)
