Honestly not sure how easy it is to gear people up. It's easy in the sense taht "if stormrage drops it'll go to an app because no one else needs it". But extremely difficult in the sense that you need the "if stormrage drops" part of it.
Some classes are clearly easier than others (due to being able to use tokenized drops). But we have a couple healer apps and my god it's impossible to gear them due to incredibly shitty itemization and a little bad luck on the drops.
I know if i could get get away with "t2 gear required" on our server, we'd do it.
