I was thinking the same thing, but I suspect it will be more like Kunark itemization.
It is no different than having raided Plane of Fear/Hate for three months and then getting your Kunark boots from a boss pulled to the zone in an exp group, with select pieces being reserved for "entry level Kunark raid content (VS and Trak) and a whole new badass raid zone at the end (VP).
