One idea that I don't really think would be good, because of the casual playerbase, is have critical or lengthy quests that are required to be done before you hit each level in TBC. To hit 70 you'd need to essentially see and do everything that TBC has to offer.

For example, in our current game, killing Van'Cleef and his WCaverns equivalent would be required before hitting 20.

To make the system a bit more flexible, doing the final quest(releasing stitches type thing) would allow you to go up one level, rather than getting a certain level.

The extent of this process would vary, with the ultimate example requiring people to kill the final boss of TBC(Illidan) before hitting 70.
