There have been many different statements from Blizzard in this regard. We probably wont know for some time.

The very few pieces you obtained by leveling up in Velious didn't blow the shit out of the Kunark armor. It required the level 60 raiding content drops to do that.
If green level 65 drops are better than T3 then Blizzard is truely crazy.
