The major changes that are planned will be done as a part of the expansion though will be accessible to all provided it relates to overall world changes and not exclusive expansion bits. For instance, changes to honor would affect everyone. A World PvP goal in Outland will only be accessible to those that have bought the expansion.
The curve adjustment is just a temporary thing to alleviate a bit of the 'grind' but is not THE solution at this time.

By World PvP we mean specific PvP triggering goals will be put into certain zones for people to participate in should they choose. I'm told we'll be releasing more information on all of this in the next couple of weeks. |
So, honor grind staying, maybe it'll make it a little easier to hit Grand Marshal on my new server, but I was at standing 5 last week and we insitituted a cap, so not too worried..still...
Honor staying in hurts these new PvP zones.
