I dunno about that, I would say taking twice as much damage and being hit twice as often is a pretty big deal when you aren't fighting sissy solo mobs. In the case of a plate class though, only shields and +defense will up your avoidance much. You also appear to be in offensive stance, which is a pretty big defense hit.

The difference becomes pretty massive on ^^^ mobs. As in, one-rounded.

Now, one thing that is true is the difference between the tiers isn't so grand. Many legendary items can be found that are nearly the best for their slot. (Fabled is top tier and raid-only for the uninitiated) Fabled just tends to round you out better, and give you resists that allows you to ditch your jewelry.
