I just read a report from the EQ fanfaire and it had an interesting bit about a new type of server for EQI that starts with only the original EQ available, and then makes additional expansions available as people unlock them. They call it a "Progression Server". You can read some details on Mobhunter:

Everyone will start with access to the new ui, the lfg tool, and some other things, but most of the features that came with expansions need to be unlocked. It is also a "no transfer" server, so people need to start from scratch.

I will be interested to see what people think.
