Nearly all servers I've been on (pvp, anyway) are horde-heavy when it comes to BG's, if not world population. Cross-server BG's will only help horde if they allow PvE vs. PvP servers, in which case it's lambs to the slaughter..
I've given up on my horde characters because the wait for BG's is ridiculous.
