And yes to above... Hurley learned the numbers from Lenny, a guy in the psychiatric ward he was in. Lenny learned the numbers with a fella named Sam Toomey while they were stationed in a naval listening post in Kalgoorlie, Australia.

In that same episode, we also found out that the numbers were being broadcast for an undetermined amount of time, but 16 years ago, Rousseau (The French Woman) found the radio tower and changed the message from broadcasting the numbers to her own message, the one that played on a loop for 16 years.
