2 on Tribunal - a US guild (Elitists and Vagrants) got in around early July, a Euro guild (The Companions) has their first full raid there this weekend. I'm not aware of any other guilds on the server that are really at all close to getting in (one guild only just killed Burrower and AoW last week, another guild has killed AL and Creator) and I'm not sure if any other guilds are working full time on Emp keys yet. The two VT guilds will just rotate the zone, should be no problems - the fact we raid on completely different time zones reduces the chances for any direct conflict and personally, I prefer a nice and civil 2 guild rotation alot more than racing and fighting all the time.

I feel sorry for the servers that have more than 2 guilds ready for VT though - that's gotta suck =(. Hopefully PoP will have more raid content than we poke a very large stick at.
