You are very very wrong. You were correct in your assessment that the first guy is the good guy and the second is the bad guy, although it isn't quite as simple as good vs evil, there's more to it. They are not vampires

in fact, there are no vampires (or any other mythical beings) in the entire series. There are a few genetic mutants, though. These two guys, though, are just two guys.
Also, this is from episode 5 of a 26 episode series, it is not a movie. There is a cowboy bebop movie that is pretty good, but it is not near as impressive as the series.

That's your opinion and there's not much I can do about it. If you watch it again, more critically, notice how the fighting is more realistic and continuous that most anime. In most animes, fighting scenes involve lots of flashling lights, people flying through the air, people fighting in seeming mid-air, without a background, and people calling on some kind of unexplained magical powers (which usually involves shouting the name of the technique they are using - something I find very corny and really dislike). This series, however, has none of the above. All the fighting in this series is like watching a few actors on film go at it, which I really appreciate.
Also, the series isn't really made with action as its key feature. There's plenty of action in the series, but what really makes it great is that it all makes sense. Everything that happens in the series serves to flesh out the characters and expand the plot, not just provide eye-candy.
I just watched the scene again and I understand why you thought they were vampires or something. If that's all I had scene of the series, that's the assumption I would have made too
