The problem on a Pve(or rp) server is that while you are flagged in combat, anyone can walk up to you unflagged, and then basicly flag gank you.
You can't do anything to defend yourself until they flag, which they do usually with burst damage etc.
This is really apparent in raids on hostile territories, where a raid in a major city is greatly hindered by people going into the midst of the raid unflagged and flagging and aoe/fearing etc.
What i propose is this:
1. When you /pvp flag, you it puts you in a pseudo flagged state. This state does the following:
a. You cannot attack a flagged char yet. You can actually not attack anyone since you can't attack unflagged characters anyway.
b. It allows flagged chars on the other side to attack you.
2. There are two ways that you can pass this state and become fully flagged, where you can damage the opposing flagged characters.
a. You take damage from a flagged character, this automaticly allows you to be fully flagged and able to attack.
b. 30 seconds pass since you typed /pvp.
This will basicly make people /pvp 30 seconds before they want to actually attack, so any pvp action is able to be countered normally.
It prevents flag ganking. It makes people who want to defend a city, flag themselves and then move to counter the invading raid, instead of being able to run in unflagged, and then drop aoe fears/damage spells etc.
