Regardless of whether it was a "bug" or not (there's some debate about whether arcane explosion is really an 'instant' spell or not since it's only made that way with talent points, similar to Corruption), it's still a substantial reduction in a warlock's ability to counter the #1 most spammed spell in PvP.
So it's a nerf.
