It would be pretty hard to convert the balance philosophy of starcraft over.

Who wants to play a race which is *literally* the zerg race ? 8)

What incentive would there be to have most of the people playing a race that's substantially weaker 1 on 1 than the other two ?

I suppose you could have them gain experience faster, but if there's a cap that's really just postponing the problem.
