Well from what I saw of the PvP test server, everybody was looking to kill and where did they go? STV and Hillsbrad... I don't see this being much different when it goes live.
If there was an npc that would randomly pick your opponent i don't see it being too exploitable.. no more exploitable then going to some random corner with 10 people and just picking an order to kill eachother in.
