| Vendor information was stored locally for every city, same went for the AH information. Since the AH was built on the code for the vendors, seperating the information to be passed onto other areas was problematic (sync issues).
So to fix this issue they'd have to do something along the lines of recoding AH's from scratch.
Or atleast this is what I got as the reasos.
