Little prejudiced, aren't we? Just because someone is bald, or has a bandanna doesn't mean he's going to shoot you if you politely ask him to keep quiet. Try wording it like this:
"Excuse me! I hate to bother you, but I can hear every word you're saying. Is it possible you could keep it down a little bit?"
