Yeah this is how I saw it too. The Death Star wasn't meant solely to beat the rebellion. Remember in the orginal trilogy that the Rebellion was quite small in terms of numbers and lacked the technology and firepower in comparison to the Empire. The DS was more of a scare tactic. Once the Rebellion was defeated, the DS would be used as the ultimate threat against anyone trying to fuck with the Empire. You don't want to cooperate with us? Fine we won't just kill you, we will destroy your whole fucking planet.
