It really isn't all that unplausible:
Maybe better technology and/or more troops made construction of the 2nd Death Star much quicker.
Or, as mentioned before, maybe the 1st DS had been built for years and the Empire was just hiding it until the proper moment to strike with it and finally wipe out the Rebellion.
Or maybe the 2nd Death Star was being constructed around the same time as the 1st. I.E. there are multiple DS space stations out there. Not sure if this fits with Star Wars canon though.
And, although the 2nd DS's weapons were definetly operational, the shields and engines obviously weren't. So it would have probably taken several more years to complete everything I'd think.
