It is not like EQWindows in that afaik EQWindows does not change the runtime image of the code for EQ. EQCPU came from the Macroquest development as an offshoot. From what I understand it injects code into the message loop of EQ to add some extra waits/yields. Macroquest does this as well.
I have not seen someon from Sony say it is legal. EQW was at one time illegal as well, till they added the functionality themselves.
If ever Sony does checking for tampering, you will show up as having a "hacked" image. Whether they make the distinction between just running EQCPU or Macroquest who knows.
