Perhaps I should have said a more visible reward.
Maybe eventually casual people will find out that these mobs do drop items well worth their time. However, that certainly doesn't seem to be the case. I do not think these zones will ever be popular unless you up the exp to be on par with PoP. Do that and you will start to see more people adventuring in these zones and getting well deserved rewards.
Myself? I am just trying to figure out where to get two more slivers of the high temple.
