It's possible in CT, Umbral, Ssra, Akheva, The Deep, droga, veksar, pohate, and probably another half dozen zones. It isn't fast by any stretch of the imagination and some of those zones wouldn't let you level to 65 prior to their revamp/addition to the game.
BTW. Saying sir doesn't make you look witty.

It escalated the problem by about 2 months. Whoopie. No trains in PoV? Are you smoking something? That zone trains like mad, inner to GY, outer to GY, tools from the wastelands that run their shit to GY and obliterate anyone doing guards, etc.
