50KB/s is the standard upload cap for Comcast, that's exactly right. so if you're seeing that, then no issues with your connection as far as anything you yourself can tweak.
so more than likely then its the tracker not connecting you to other peers properly or as said earlier, they just don't need what you have to send. (which is the issue i have personally on private trackers). I have learned though, the stuff that never seems to fail to have someone interested is porn, use that if you wanna work up your ratio.
