Did you guys install the XNA 3.0 redistributable? It is listed on the download page:

Galactic Arms Race (GAR)

I changed the order of the links, putting the requirements first. Many people were just downloading the client, but not noticing the required XNA 3.0 file to run it. It will fail to run if it is not installed.
