WoW and EQ use two different systems really, EQ release one expansion per big raid tier/cycle so they name the expansion after the raid they release, however blizzard release a few major content patches per expansion, all of which have their own names. The Wrath of the Lich King is only the setting in which this expansion takes place, which is to say you're going to Northrend to fight the Lich King(all the leveling quests/storyline refers to that pretty much) but it doesn't mean you get to fight the Lich King and defeat him right away. First you beat Kelthuzad's ass, and fix some issues with various stuff going on with Northrend of lesser importance/difficulty, such as kicking Malygos in the face for trying to divert all the magic, or beating some Old God that's awakening and could be just as threathening as the Lich King.

Consider wow expansion names as Volumes of a multi chaptered book, and each chapter within the book is a major content patch. Books rarely start with "And so, the hero killed the evil guy, and they lived happily ever after". The previous expansion was The Burning Crusade, and you ended up killing various minor threats first(magtheridon, gruul and karazhan) then moved up to killing Kaelthas and Vashj, Illidan's lieutenants, then killing Illidan and reliving the fight with Archimonde, and then finally actually beating the big guy behind it all, Kiljaeden.

As for when we'll be kicking some Arthas ass, it depends on how major is 3.2. If it's not too big, there's chances of seeing Arthas before the end of the year, maybe.
