Thats a horrible idea, I'm sorry. I know SO many people who left combine for other servers. If you make it fv ruleset, you lock the server to fv, giving one option only for transfer off and forcing anyone who wants to play to stay there. If a server isn't doing well, the solution is to make the server better by addressing it directly, not trapping helpless subs into being dumped there as their only option off progression. We all know there are plenty of people who will come back and quit either when luclin or gates open, or whenever their resident guild or group of friends quit, why slash their potential to continue playing, later, somewhere else with old friends using that character?
