Both the wand and the symbol are multi class items. Wizards and mages both get a class only items on top of it. BSTs are kinda in the twilight since they share stuff with monks it seems.

Edit: This is more like a matter of principle. If 12 out of 13 classes get unique items then it has bullshit written all over it. This is so obvious that I suspect someone being extremely lazy in San Diego. They simply forgot to put the item into the database...
