Yes because America would have no issue with a foreign government sending in troops onto our mainland to kill/capture people that they felt were a danger to thier country.
Sending in troops to a country without permission from that country is indeed attacking that country.
I am not saying we shouldn't, but lets make sure we understand what crossing a countries border with armed troops means.
