Hi, let me introduce you to the term
Arms Race. Hint: it's a lose/lose situation. The worst possible outcome in game theory. Every participant ends up wasting hundreds of billions to not fall behind the other guys and it doesn't stop until all parties agree to no longer advance their arsenal. (some will go bankrupt in the process, like Russia. But now there are more participants and more money to go around. I wouldn't bet on the US being in a good shape after a prolonged economic battle.)
Guess why Russia is getting nervous? If the US has a system that can neutralize their nukes, there goes the balance of power. Then you have US bases near the border. All it takes from there is a small "incident" and we're really fucked. For comparison, just see how you'd think if it were China or Russia setting up bases in Mexico at the US border - and getting ready to start a missile defense shield. Yeah, you'd be screaming for more defense funding.
Better weapons and defense doesn't automatically make you more secure. It can have the opposite effect.
