This is the real heart of the issue. I doubt anyone has ever actually gotten the advertised speed out of their Comcast connection, but they just keep signing up new subscribers as fast as they can. It's finally gotten to a breaking point and they have to start throttling down on people because they have easily twice or three times as many connections running as they should given their old as shit infrastructure.
