yeah all eve expansions/patches are free and this last one especially is great for new players. you can jump right in, just go to an office for your militia and click the button and boom, you're in the militia and can go kill ppl.

Erronius, I don't know jack about missions, but to answer some of your questions, Cap recharge works exactly like shield recharge in that your peak recharge is around 30-35% cap. Actually Itzena pretty much covered it but don't worry about the drop to 30%, as long as it becomes stable at that amount you're cap stable, it's not going to magically start dropping below 30% if it fluctuates between 30-45% for 15 min straight (neut/nos not withstanding).

Stealth bombers have their uses but eh....honestly don't bother. For cloaky gank ships you want force recons. They can also warp while cloaked the same as cov ops, but can do something other than probe or drop a point on someone and hope they don't die before backup arrives.
