These changes don't sound all that bad to me, honestly. Having the shaman be able to perform as a weak member of one of the other archetypes (tank, melee, caster) based on his selected path was part of the plan for as long as I can remember.
It sounds like this update first fixes a ton of issues, adds some bonuses (pet at the same time as form bonus) and then attempts to make the "act as other archetype" feature better, by bringing it up to just under what the actual archetypes can do, but imposing significant drawbacks. I think the balancing is going to be very difficult, but I don't think Talisker would be attempting it if he didn't think he could do it.
The Inquisitor was an interesting idea, but didn't really excite me all that much. The Berserker on the other hand... That's the class that I really wish made it. Keeping your health low for max DPS and changing incoming heals into reactions that you could activate when you wanted was really a neat concept.
