Probably because Tolkien was more a classicist than a writer. LOTR was about world building and use of mythology and frankly the literature aspects of it are sorely lacking. Personally I kind of put it alone in its own little bubble away from the rest of the genre it started and ignore it as "history".

And again, Martin is a big time fantasy traditionalist Tolkien lover so he'd break kneecaps over Tolkien bashing.
