I dislike systems like this on boards like this. Mostly because after looking at my comments so far I have things like -

"All those associated with the plague that is Koster must perish."
"please stop posting. forever."

So basically I'll just ignore this system and not rate anyone, nor look at or give two shits about my own rating. =)

Edit: And, wait - people can see who I give rep to? "anyone that +1s Makata deserves a -1. Attention whore" -> I gave him a rep because I was testing the system, didn't even look at who I rated =P
