That's their prerogative, but I think its time for the whole notion to die out. I would take cooldowns over cast times.
In fact, its just me, but I would base all mechanics around the WoW Rogue concept. You have a fast regenerating energy source you can choose how to use, and cooldowns to throttle things. Whether thats "magic" or whatever.
