You can always add me, skjaybe, on East or West and I'm happy to help you learn some builds. That's the key; the game is about memory. Once you know every character and every character's moves, and then at leat 1 build per character, you'll start to get good. It sounds daunting, but it goes quickly. I recommend picking one hero you think you'll like and stick with it for at least a week, learn an item build really well. As you get better you'll see certain people wtfpwning you with certain heroes. Start picking those heroes; learn their moves.
I'm not exaggerating when I say that any good player has every single move memorized, not from flashcards but just from a game played with every hero and against every hero. My friends and I know every item, its cost, the items it takes to make bigger items from memory. We know every ability and what to expect from every enemy hero.
