Heinlein wrote the book in response to people against nuclear weapon testing. The book is blatantly pro-militarism and details the importance of meritism in a democracy. It's pretty much reads like a pamphlet for why civic responsibility to a federal agency should be required for participation in in democracy.
Neil Patrick Harris's character is pretty much Heinlein personified and Heinlein was pretty much Pheonix.
