Let me answer your question. It is MUCH easier to accomplish things on your own than to coordinate an effort, even a losing effort, with another individual, let alone 4 other people.
For the true casual player, it is very easy to log on, queue up for a few BGs, and get honor points. Remember, a true casual player is only going to be on maybe 1 or 2 hours a night.
It's gonna take effort to find someone with the same play schedule. Not all of us play in large guilds or with a group of RL friends. I'm sure plenty are playing WoW with few contacts.
So if you are playing 1 or 2 hours a night, you need to find someone to play in the same time window as you. Then you have to hope you and that other person isn't planning on doing anything else, like dailies or maybe an instance. You also have to hope you can play out your 10 losses in one night, or else you are going to have to coordinate playing arenas on more than one day.
And that's just for the 2v2 bracket. Imagine coordinated that now for the 3v3 or 5v5.....it's tough.
If arena had a 1v1 category, then yes, you would see a TON more people in arena gear. For casual players, the rate limiting step is finding that other person with similar playtimes and playstyles.....and you can also argue for that matter that if you are playing only a few hours a night, then there is no urgency to have arena gear over honor gear. What exactly are you doing to do with it anyways?
