PR shouldn't be made perm, but the items themselves should require a PR to equip.
Edit: For example, If a team rerolls in 2v2 and have a rating of 1500, they shouldn't be able to equip those items until that 2v2 hits the rating prerequisite. They could still equip those items in their 3v3 and 5v5, though, if their PR in that was high enough.
