Don't worry dude, after bringing up this very point on the EJ boards, the hardcore fucking leet PvPers over there assured me that it never happens. Those 2200 teams you meet are fucking mirages. You're losing because you suck. Maybe you should stop keyboard turning and mouse clicking, you fucking scrub. What the fuck is wrong with you anyway? No one at 2200 ever plays at a lower bracket, for any reason, because these people are WAY too busy swinging their dick around for there to be any time to curbstomp you.
After further questioning, they informed me that the vast majority of them only reach their precious epeen rating by questionable means -- win trading, playing at odd hours, etc. Can only play arena when the sun is up? Well shit, son, you're just not 2200 material. The real PvPers only come out at night and play against their buddies.
In short, if you think your fucking rating means you're awesome, you're a fucking cockholster. If you're constantly calling people fucking scrubs because you're so much better than they are, there's a pretty fucking good chance you didn't earn the right to anyway. Rating doesn't mean SHIT and anyone with half a brain can realize that. If your rating system is flawed and exploitable, then your rating doesn't mean anything.
