| Howard doesn't really hire/fire people. Obviously, he can get that power if he wants it, but with all prior incidents dealing with employment contracts (Bubba, Riley Martin, even Scott the Engineer) Howard took a wholly hands-off approach. It is really a smart approach, since he can avoid all the heat that arises over these negotiations.
Similarly, he doesn't take the responsibility for disciplining people who should know better (he makes exceptions for retards like Sal). Artie is an intelligent 40-year-old man. Howard doesn't need to explain right from wrong to him.
