No idea honestly I only solo on most mmos. I guess you'd need to find a guild to find someone to group with for normal leveling, and find a decent spot which might or might not be hard. For duo grinding you want like a lot of 3dots, which isn't as common as 2dots. Dungeon leveling seems to be rather common though, but not at lower levels, I remember at around 25 you get CiS in qalia and some castle stuff on thestra, lots of group quests and bosses and stuff, pretty fun too.
