I use
BitPim to load custom ring tones on my verizon phone.
I've used Audacity and Wavepad to cut out the parts I want from them.
When I had sprint i used Tonethis which sent the clips to my phone as a msg.
Got lazy with looking up links for all the things except bitpim.
