Howard was dead by '37.
In the late 20's the Hobbit was a story Tolkien told his kids at bed time. He didn't write anything down on paper until the 30's. Apart from which its a kiddies fairy story and its shit. I doubt it would be known of if it wasn't for the LotR.
He published nothing of note until the mid 50's. Hence he is a scummy 50'ser.
