Well there is
fractal coding....but I'm not sure the results are "better" but they are higher resolution.
edit: Well that link talks about compression using fractals but it can also work backwards to interpolate pixels. Of course the results aren't great, which is why the focus is on compression. Theoretically, in very specific situations it could maybe be used to recover...uhh "smudged" data i.e. data that is present but unreadable in the original version.
